Yes, if the State of Alarm is not extended, the lockdown would be without effect. There is no law that allows the limitation or restriction of rights. The Government could impose isolation measures, but only on those infected . Regarding freedom of movement, the communities themselves could not restrict it. These are Fundamental Rights and can only be suspended or limited as provided for in the Constitution ( article 55) .

According to Organic Law 3/1986 on Special Measures in Public Health Matters , partial taiwan business mailing list but not general confinement would be allowed . Every time an autonomous authority wanted to do so, it would need authorization from a judge as a general rule.

Would the approved social measures remain in force?
The answer is it depends. The decree-laws that the Government has been approving establish time limits, most of which coincide with the end of the state of alarm, so those measures linked to it will no longer be effective. For example, aid to the self-employed will no longer be in force.

However, if the State of Emergency is ended, these measures do not have to be affected since the necessity of the current situation could be extended. They would only have to be modified and their link to the state of emergency removed so that they would continue to operate.
